In Niger, access to modern energy remains a daily challenge—only 7% of the rural population has access electricity, and just 6% use clean cooking solutions. The market for solar technologies is growing but hampered by poor-quality products, weak distribution networks, and limited awareness. Rural households and small businesses often lack both the means and the information to invest in reliable, productive energy solutions. EnDev is working to change that—by strengthening local markets, empowering entrepreneurs, and making clean, affordable energy accessible to even the most remote communities.

Approach
To bridge the energy access gap in Niger, especially in underserved rural regions, EnDev adopts a market-driven, inclusive approach across three key areas:
1. Off-Grid Solar Energy
EnDev strengthens the solar sector by supporting local companies with technical expertise and financial backing. Activities include expanding last-mile distribution, setting up rural sales and service points, introducing flexible payment options, and promoting local innovation. Public awareness campaigns further help build trust in quality solar solutions.
2. Productive Use of Energy
EnDev supports farmers in host communities by providing solar technologies—such as pumps, fridges, mills, and dryers—that enhance income generation. Partnerships within the GIZ portfolio and UNHCR boosts livelihoods by streamlining agri-food operations and improving access to local markets.
3. Clean Cooking Solutions
Recognising the urgent need for cleaner cooking options, EnDev is currently laying the groundwork for a stronger clean cooking sector. To begin with, a detailed market study will help identify needs and opportunities, forming the basis for a well-targeted intervention strategy. Later on, this will pave the way for concrete support on both the supply and demand sides—such asincreasing production capacities, expanding distribution networks, and raising awareness among the population on the benefits of clean cooking.

Spotlight: Expanding Energy Access for Vulnerable People
In Niger, EnDev is piloting an innovative Demand-Side Subsidy (DSS) to help bridge the affordability gap for off-grid solar solutions. Designed to reach those most at risk of being left behind, the DSS enables vulnerable households—including refugees, internally displaced persons and host community members in Bagaroua, Bangui, and Guidan-Roumdji—to access clean, reliable electricity.
By subsidising the price for Tier 1 solar lanterns and solar home systems, the mechanism lowers the upfront financial barrier. Solar companies receive results-based financial incentives, disbursed after verified sales at reduced prices, ensuring both affordability for users and sustainability for the private sector. The DSS is a flagship measure under EnDev’s “Leave No One Behind” strategy and aims to benefit up to 47,500 people.
