Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the German federal company for technical cooperation and has been operating in Uganda since 1964 to promote sustainable development on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Energising Development (EnDev) is a global multi-donor partnership implemented in over 20 countries. The programme is funded by the governments of Germany, the Netherlands, Norway, and Switzerland. In Uganda, EnDev is implemented by GIZ and collaborates with the Ministry of Energy and Mineral Development (MEMD) to facilitate access to modern energy services for households, social institutions, and MSMEs by supporting market development for solar PV, improved cookstoves (ICS), and higher-tier cooking technologies. EnDev Uganda implements a Refugee Component, aimed at improving access to modern energy services and products for households, MSMEs, and social institutions in refugee settings and host communities. This component promotes market-based solutions for solar PV and modern cooking energy and collaborates closely with MEMD, the United Nations High Commissioner for Refugees (UNHCR), and the Office of the Prime Minister (OPM).
GIZ Uganda, throughEnDev Uganda,invites bids from qualified contractors to supply and install solar PV systems for powering electrical appliances of businesses in refugee settlements in West Nile region. Preference will be given to bidders with an established presence in the West Nile region.
- Delivery and installation at different locations as specified in the terms of reference and site-specific specifications sheet.
- Bidders can submit proposals for one (1) or two (2) lots only. Participation in more than two lots is not allowed and will result in disqualification.
- Expected delivery date is 30 August 2025.
- All bidders are requested to indicate availability of stock.
Eligibility criteria
The following information and documents will be required during evaluation on a pass/fail basis, and non-compliant bids will be eliminated.
- Registered powers of attorney authorizing signatory/representative of the firm.
- Current Income Tax Clearance Certificate addressed to GIZ.
- Valid Trading License.
- Delivery schedule.
- Warranty period (for equipment and components).
- Bid validity period (Minimum of 120 working days).
- Related work experience for the past 3 years, including at least 3 reference projects in similar scope and value.
Request for bidding/tendering documents and detailed specifications.
Interested and eligible bidders shall obtain detailed bidding/tendering documents in soft copy form only. Please submit your request for bidding/tender documents by email to Procurement-giz-uganda@giz.de starting from 15 July 2025, indicating in the subject tender reference number “91188771- OFF-GRID SOLAR PV SYSTEMS”.

Bids/offers submission deadline date and time.
Interested bidders should submit their bids/offers electronically by Friday, 01 August 2025, 4.00pm (EAT) in UGX to UG_Quotation@giz.de indicating in the subject “91188771- OFF-GRID SOLAR PV SYSTEMS”.
- Failure to indicate the tender reference number in the subject may lead to disqualification of an offer.
- Late submissions will not be accepted!
- Bids submitted with GIZ staff or other GIZ emails in cc will be rejected.
- Only bids submitted to UG_Quotation@giz.de are accepted.
- One email should be used to submit offers.
- You should have offers in PDF only and zip folders.
- GIZ only accepts file transfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB. File transfer should be used for such documents or use three separate emails, one submitting the eligibility documents, a second one submitting the technical proposal/offer and a third email submitting financial proposal/offer.
- Failure to follow the above instructions may result in your offer to be encrypted and not be accepted.
GIZ reserves the right to cancel this process at any stage without informing the providers and without any obligation to refund the providers who will have participated in this tender process
