Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations in the field of international cooperation for sustainable development.
Energising Development (EnDev) is a global multi-donor partnership implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in more than 20 countries worldwide. The programme is currently funded by the governments of Germany, the Netherlands, Norway, and Switzerland. In Uganda, the EnDev Programme works in close cooperation with the Ministry of Energy and Mineral Development (MEMD). EnDev Uganda facilitates access to modern energy services for households, social institutions, and small and medium enterprises through market development for solar PV, improved cook stoves (ICS), and higher tier cooking technologies, including fostering a conducive enabling environment.
GIZ Uganda through EnDev project invites bids from competent and eligible firms to provide Consultancy Services for the Implementation of Business Development Service (BDS) Support to Cooking and Solar Small & Medium Enterprises (SMEs) in Uganda.
Eligibility criteria
Qualified and experienced companies that are duly registered and operating in Uganda are encouraged to apply. Interested companies can also apply as a registered consortium with one company acting as a lead agency.
The following information and documents will be required during evaluation on pass/fail basis and non-compliant bids will be eliminated
- Registered powers of attorney authorizing signatory/representative of the firm to sign bids/tenders on behalf of the firm.
- Current and valid Income Tax Clearance Certificate addressed to GIZ
- Valid Trading License
- Bid validity period of 120 working days.

All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement-giz-uganda@giz.de at least 5days prior to the bid submission deadline. Bids / Offers Submission Deadline date and time
Interested bidders should submit their bids/offers electronically byTuesday, 13.08.2024 at 4.00pm (EAT) to UG_Quotation@giz.de indicating in the subject the tender reference number “83469614-Implementation of BDS Support”.
- Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
- Late submissions will not be accepted!
- Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
- Only bids submitted to UG_Quotation@giz.de are acceptable.
- You should have offers in PDF and zip folders. Do not encrypt offers since they may be incompatible with GIZ software.
- Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.
- Only file transfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB should be used or use two separate emails one submitting the eligibility documents with the technical proposal/offer and second email submitting Financial Proposal/Offer. Please provide password for your submission before the deadline and reference the tender number for which the password applies. Failure to provide the password will lead to automatic disqualification of your offer.
- Financial offer should strictly be in Uganda shillings currency using the Bid sheet template provided.
- Failure to follow the above instruction may lead your offer to be encrypted and rejected
GIZ reserves the right to cancel this process at any stage without informing the providers and without any obligation to refund the providers who will have participated in this tender process.
