Background
Energising Development (EnDev) is a strategic partnership of likeminded donors and partners to support access to modern energy in more than 20 countries around the globe. The driving force behind EnDev is the partnership of Germany, the Netherlands, Norway, and Switzerland; donors who are committed to accelerating energy access and socio-economic development.
In Uganda, EnDev is part of the GIZ Energy and Climate Programme and cooperates closely with the Ministry of Energy and Mineral Development (MEMD), UNHCR and Office of the Prime Minister (OPM) to enable access to modern energy products to enterprises and social institutions including health centres and schools as well as to households in refugee settlements and hosting districts.
Currently, Uganda hosts more than 1.5 million refugees, mostly from South Sudan, the Democratic Republic of Congo (DRC), Burundi, Rwanda, and Somalia. Uganda is one of the top refugee hosting countries worldwide. Refugees live mostly in settlements along with rural host communities across 13 districts which are among the poorest and least developed in the country. Despite efforts from EnDev as well as related projects such as the GIZ Energy Solutions for Displacement Setting (ESDS) (through several supply and demand side interventions) and various other humanitarian and development partners, significant barriers to access to modern energy products and services remain. One of which is the huge affordability gap for solar PV and clean cooking technologies at the household level that is majorly hindering access for more constrained communities such as refugee communities, their host districts, and other vulnerable rural communities.
To address this issue, EnDev, with funding from the Netherlands Ministry of Foreign Affairs/Directorate General for International Cooperation (DGIS), will implement the Demand Side Results Based Financing (RBF) Project. The project aims to reach 23,000 households with solar PV technologies, 185,000 households with improved cookstoves, and 5,000 households with higher tier cookstove technologies. The target households are refugees and residents of hosting districts in Adjumani, Bidibidi, Imvepi, Kiryandongo, Lobule, Palabek, Palorinya, Rhino Camp refugee settlements, including low-income communities of Amuru, Maracha, Nebbi, Nwoya, Moyo, Pakwach and Zombo districts. This will be achieved through a partnership with the Private Sector Foundation Uganda (PSFU), which, in coordination with EnDev, has selected participating companies to distribute and sell these products in the highlighted districts at discounted prices based on contractually predefined incentive structures. To ensure that only targeted households are considered under the project, the Kobo Toolbox will be utilized to perform eligibility checks for each company sale.
To enhance awareness about the project including available discounted technologies and the predefined eligibility criteria, GIZ EnDev seeks the services of a qualified and experienced private organization, NGO, among others to;
- Conduct a rapid awareness baseline survey and
- Implement market awareness activities in the targeted locations.
The contractor is strongly advised to collaborate closely with sector associations USEA (Uganda Solar Energy association) & UNACC (Uganda National Alliance on Clean Cooking), which will provide support for the various activities related to the respective technologies.
Eligibility Criteria
Qualified and experienced companies that are duly registered and operating in Uganda are encouraged to apply. Interested companies can also apply as a registered consortium with one company acting as a lead agency.
The following information and documents will be required during evaluation on pass/fail basis and non-compliant bids will be eliminated:
- Registered powers of attorney authorizing signatory/representative of the firm to sign bids/tenders on behalf of the firm.
- Current and valid Income Tax Clearance Certificate addressed to GIZ.
- Valid Trading License.
- Bid validity period of 120 working days.

Bids/ Offers Submission Deadline Date and Time
Interested bidders should submit their bids/offers electronically by 14 August 2024 at 4:00pm (EAT) to UG_Quotation@giz.de indicating in the subject the tender reference number: contract number and Consultancy Services for conducting a baseline survey and implementation of market awareness activities under DS RBF project for the Refugees and Hosting Districts in Northern Uganda and Kiryandongo District.
- Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
- Late submissions will not be accepted.
- Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
