Call for Applications: Independent Verification Agent (IVA) for Solar Sales in Uganda

Background

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a German government owned agency, that implements technical cooperation measures, mainly commissioned by German Ministry of Economic Cooperation and Development (BMZ).

In Uganda, GIZ implements joint programmes based on bilateral negotiations between the Ugandan and German governments, that are focused on main priority areas of Renewable Energy and energy efficiency, rural development, and food security as well as water and sanitation. The different programmes work with a range of partners, among them private companies, that implement activities and achieve project targets on behalf of GIZ Uganda. Independent verification of partner results is needed to ensure that the agreed work has been completed and that the project targets have been achieved. 

These terms of reference describe the requested verification services based for one of the projects under the GIZ Energy and Climate Programme, namely Energising Development (EnDev) based on current/ existing verification needs of the project.

Energising Development (EnDev) is a global multi-donor partnership implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates access to modern energy services in around 20 countries worldwide. The programme is currently funded by the governments of Germany, the Netherlands, Norway, and Switzerland.

In order to promote sustainable access to modern energy services for households, small and medium enterprises, and social institutions, EnDev aims to grow and strengthen markets for modern energy services and products at scale. Especially in the cooking sector, local stove supply companies are strengthened to grow toward emerging businesses, to satisfy the demand with sufficient quality and quantity in a sustained manner. 

Under a joint implementation strategy, the Ministry of Energy and Mineral Development (MEMD), in collaboration with EnDev provides support to stove manufacturers and distributors, as well as off-grid solar companies to facilitate sustainable, market-based access to high quality, affordable and energy efficient stoves and solar home systems for rural and urban households, social institutions and micro, small and medium enterprises (MSMEs), through strategic technical and financial support. 

In this regard, EnDev Uganda has launched/will launch 2 Results-Based Financing (RBF) projects;

  1. EnDev Classic RBF which is a collaborative initiative between Energising Development (EnDev) Uganda and Equity Bank Uganda Limited (EBUL) aimed at promoting the widespread adoption of solar systems for social institutions, and micro, small and medium enterprises (MSMEs) across Uganda.
  2. The Leave No one Behind (LNOB) RBF through which EnDev Uganda will also look to facilitate access to Tier 1 solar systems in hard-to-reach locations e.g., remote areas, mountainous areas, fishing communities etc.

EnDev Uganda is therefore seeking to contract a consultancy firm that is flexible, qualified, capable, and experienced, for the role of Independent Verification Agent (IVA) who will conduct the verification of solar claims reported by participating private sector companies to Equity Bank Uganda Limited under the 2 RBF projects.

Eligibility criteria

The following information and documents will be required during evaluation on pass/fail basis and non-compliant bids will be eliminated

  • Registered powers of attorney authorizing signatory/representative of the firm to sign bids/tenders on behalf of the firm.
  • Current and valid Income Tax Clearance Certificate addressed to GIZ
  • Valid Trading License
  • Bid validity period of 120 working days.

All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement-giz-uganda@giz.de at least 5days prior to the bid submission deadline. Bids/ Offers Submission Deadline date and time

Interested bidders should submit their bids/offers electronically byThursday, 06.06.2024 at 4.00pm (EAT) to UG_Quotation@giz.de indicating in the subject the tender reference number 83465268- Independent Verification of Solar Products”.

  1. Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
  2. Late submissions will not be accepted!
  3. Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
  4. Only bids submitted to UG_Quotation@giz.de are acceptable.
  5. You should have offers in PDF and zip folders. Do not encrypt offers since they may be incompatible with GIZ software.
  6. Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.
  7. Only  filetransfer https://filetransfer.giz.de/  for submission of documents exceeding the default mail size of 30 MB should be used or use three separate emails one submitting the eligibility documents, a second one submitting the technical proposal/offer and third email submitting Financial Proposal/Offer. Please provide password for your submission before the deadline and reference the tender number for which the password applies.  Failure to provide the password will lead to automatic disqualification of your offer.
  8. Financial offer should strictly be in Uganda shillings currency using the Bid sheet template provided.
  9. Failure to follow the above instruction may  lead your offer to be encrypted and rejected

GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
