Market Assessment on Productive Use of Energy for Clean Cooking

1. Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the German federal company for technical cooperation and has been operating in Uganda since 1964 to promote sustainable development on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Energising Development (EnDev) is a global multi-donor partnership implemented in over 20 countries. It is funded by the governments of Germany, the Netherlands, Norway, and Switzerland.

In Uganda, EnDev works with MEMD to expand access to modern energy for households, institutions, and MSMEs by promoting solar PV, improved cookstoves, and advanced cooking technologies, while supporting a sustainable energy market environment. SEE-Clean cooking is a five-year initiative focused on strengthening the supply side of the clean cooking sector through supporting SMEs to enhance their business operations, improve access to finance, and promote innovation and scaling. The initiative is overseen by the Netherlands Enterprise Agency (RVO) on behalf of the European Commission, the Netherlands Ministry of Foreign Affairs, and the Ministry of Foreign Affairs of Denmark. SEE-Clean Cooking comprises two main components, the African Biodigester Component (ABC) and the Higher Tier Cooking Component (HTCC), implemented across seven countries.

2. Invitation to Bid

GIZ Uganda through the Energising Development (EnDev) Uganda Project invites bids from competent and eligible firms to provide consultancy services for Consultancy Services as per the detailed terms of reference.

3. Requesting for Tender Documents and Terms of Reference

Interested and eligible bidders can obtain detailed bidding/tender documents in soft copy form only. To request the bidding/tender documents, please send an email to procurement-giz-uganda@giz.de starting from the date of the first publication of this tender. Ensure that you include the tender reference number “ 83489388 – Market Assessment Clean Cooking – EnDev “ in the subject line of your email.

4. Seeking Clarification Regarding the Bidding Documents, Tender Terms and Conditions

All requests for clarifications regarding this tendering process must be submitted in writing and addressed to GIZ Uganda via email at procurement-giz-uganda@giz.de at least 5 days before the bid submission deadline. Please include the tender reference number “ 83489388 – Market Assessment Clean Cooking – EnDev ” in the subject line of your email.

5. Bid Submission Deadline

Interested bidders should submit their bids/offers electronically by 10th June 2025 at 4:00 PM (EAT) to UG_Quotation@giz.de. Please indicate the tender reference number “ 83489388 – Market Assessment Clean Cooking – EnDev “ in the subject line of any communication relating to this activity.

6. Important Information to Note

  1. Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
  2. Late submissions will not be accepted.
  3. Only bids submitted to UG_Quotation@giz.de are acceptable.
  4. Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
  5. You should have priced offer in PDF. Do not encrypt offers since they may be incompatible with GIZ software.
  6. Use two separate emails to submit the technical and financial proposals. Submit the technical proposal in one email and the financial proposal in a separate email.
  7. Only use GIZ’s file transfer service at https://filetransfer.giz.de/ for submitting documents that exceed the default mail size of 30 MB. Using other forms of file transfer disqualifies your offer.
  8. Should you use the file transfer in (g) above, ensure you submit the password before the bid submission deadline date and time. Failure to provide the password, your offer cannot be opened and will be disqualified automatically.
  9. The financial offer should be submitted in Uganda Shillings.
  10. Failure to follow any of the above instructions may result in your offer being encrypted and/or rejected.

GIZ reserves the right to cancel this process at any stage without informing the providers and without any obligation to refund the providers who will have participated in this tender process.
