Results-Based Monitoring System
Collecting credible data about the country projects’ progress in providing access to modern energy services is a very integral component of the programme. Without reliable figures EnDev could not validate the outcome of the country projects or confidently reallocate funds. It is a challenge to show that large numbers of people have gained access to energy, particularly when these people live in remote areas, dispersed over wide territories.
Every six months the monitoring cycle is conducted. It starts with collecting data on site, followed by compiling, cross-checking, and verifying them. This verification process is performed in multiple control steps in the country project and at the global level. The monitoring tool itself is checked regularly for accuracy, appropriateness, applicability, and is developed further according to new requirements.
Sustainability and Additionality
Questions related to sustainability are, for example: Is the user willing to buy another improved cookstove, after the lifetime of the first one has exceeded? Do all people that are connected to the hydro power scheme pay their electricity bill to stay connected? The process of measuring sustainability is complex. For cooking energy, EnDev created the comprehensive Sustainability Assessment Framework which is available on energypedia.
The outcome numbers are adjusted to acknowledge sustainability and additionallity, applying the following factors:
- the sustainability adjustment factor: accounting for the fact that a percentage of EnDev beneficiaries might not keep using the modern energy services due to various reasons,
- the windfall gain factor: accounting for the fact that a percentage of EnDev beneficiaries would have gained access to modern energy services even without EnDev support,
- the double energy factor: accounting for the fact that a percentage of EnDev beneficiaries gaining access were already benefiting from another modern energy service (any beneficiary will only be counted once: upon his/her first connection to such a service)
