Despite the great potential for solar energy, access to electricity in Mali is limited. The lack of electrification significantly limits the availability of basic services at local level and represents one of the main obstacles to the development of economic activities in rural and semi-urban regions.
EnDev contributes to the improvement of this situation by following a demand-based, integrated approach for rural electrification where a wide range of different PV technologies is deployed. The choice of technology depends on the socio-economic context and energy needs of each partner community. To date, EnDev Mali has electrified social institutions (town halls, health centers, schools), supported SMEs and set up demand-driven energy services in about 50 communities. In addition, EnDev added a component on clean cooking in 2019 to support Mali’s ambitious goals to reach a 100% usage of ICS and the reduction of GHG in the energy sector by 31% until 2030.

Approach
EnDev Mali supports the development of local energy services in rural areas, which help to increase accessibility of electrification and cooking products for households, SMEs as well as social and public institutions. Among other things, the project supports the electrification of health centers by conducting a needs assessment and technical analysis, providing PV systems and training local technicians who can guarantee high-quality repair and maintenance service. Furthermore, the project works with local companies offering PV products certified by Verasol (formerly Lighting Global) to promote market development and the availability of high-quality PV products in rural areas. EnDev also supports the electrification for displaced people, host communities and in conflict areas in the north through various solar technologies. In doing so, EnDev contributes to stabilizing vulnerable areas and ensures that no one is left behind.
Complementary to its electrification activities, the project supports the development of recycling and repair structures to extend the useful life of PV systems and ensure proper treatment of e-waste from end-of-life products. EnDev Mali is setting up collection and repair points for defective products in rural areas, training technicians and accompanying the repair and recycling of defective components by cooperating with companies that provide spare parts.
In the cooking sector, EnDev Mali focuses on building sustainable clean cooking markets by promoting high-quality cookstoves. The project has supported the establishment of the quality label GWA+, which will provide guidance to consumers on quality products. The quality label forms the basis of EnDev’s awareness raising campaigns that seek to shift consumer perception and ultimately generate more demand for quality products. GWA+ certification is also an eligibility criteria to participate in EnDev Mali’s Results-Based Financing program, which is boosting the supply of quality products and facilitating market development. In support of a conducive enabling environment, EnDev Mali further supports the Malian Alliance of Clean Cooking (M-ACC), an inclusive platform of sector actors accelerating the clean cooking sector in Mali, on a strategic and operational level.
